On Friday, the House of Representatives will vote on a $1.1 trillion spending bill to fund the government for the next year. This bill represents the final opportunity for the Republican-led Congress to rein in the Obama Administration using the powers given them by Article One of the Constitution .

After weeks of negotiations behind closed doors, the results are in, and once again, the American people lose while special interests and the president win. Here are five of the biggest problems with the omnibus:

  1. Spending. When Republicans controlled only the House, they got the White House and Harry Reid to impose budget caps in 2011, one of the few accomplishments of John Boehner’s speakership. In October, although having control of both chambers, John Boehner surrendered this one accomplishment. The omnibus spends at these much higher levels set in the final Obama-Boehner budget deal, which was rejected by two-thirds of House Republicans.
  2. Life. Planned Parenthood will continue to receive funding. In fact, no pro-life victories can be found in the bill. Republican negotiators are left bragging about their ability to keep pro-life provisions that have been attached to funding bills for years.
  3. Immigration. No new restrictions are placed on refugee resettlement programs, sanctuary cities, or President Obama’s lawless amnesties. On the contrary, a provision was slipped in quadrupling H-2B visas in fiscal year 2016, bringing in tens of thousands more low-skilled workers.
  4. Environment. In exchange for lifting the crude oil ban, environmentalists are given free rein to advance their destructive agenda. Nothing in this omnibus will stop President Obama from implementing the climate change agreement reached in Paris last week. Furthermore, the EPA can continue imposing new regulations in areas such as water and carbon emissions that will affect our daily lives in many ways.
  5. National Security. Our national security will be diminished. President Obama can continue to implement his dangerous deal with Iran. Women will be allowed into combat units, lowering their overall effectiveness and increasing risks to men and women in the front lines.

With less than three days to digest a 2000+ page spending bill, no one should expect Members of Congress to fully understand what they are voting on when the omnibus comes to the floor.

US Senate leadership promised to write a bill to reauthorize No Child Left Behind (NCLB) that Obama wouldn’t veto. Unfortunately, on July 7th the Every Child Achieves Act (ECAA) moves to the Senate floor to be heard with Obama’s blessing. We need to STOP it!  Remember this bill has gone without reauthorization since it expired in 2008–WHY THE RUSH !!!! 

Republican leadership caved to Obama’s demands and agreed to language which expands, not reduces, the influence of the federal government over schools.   S.1177 is the largest piece of federal education legislation in over a decade and will last for at least 6 years.

  • So-called protections from coercion to adopt Common Core are meaningless because they simply replicate existing protections that have no enforcement mechanism for the states.
  • Codifies previously uncodified NCLB waiver process; states have to submit to the feds for their approval detailed education plans in accordance with comprehensive federal guidelines.
  • Retains federal testing mandates in NCLB but adds assessment on behavioral/skills-based standards rather than truly academic standards and harvests data to resemble a psychological profile of the student.

TAA Fails – TPA Passes:  NEXT ACTION TO STOP FAST TRACK

Praise God for Sen. Here is a rundown on the issue:
1. Consolidation Of Power In The Executive Branch. TPA eliminates Congress’ ability to amend or debate trade implementing legislation and guarantees an up-or-down vote on a far-reaching international agreement before that agreement has received any public review.

2. Increased Trade Deficits. History suggests that trade deals set into motion under the 6-year life of TPA could exacerbate our trade imbalance, acting as an impediment to both GDP and wage growth.

 3. Ceding Sovereign Authority To International Powers. A USTR outline of the Trans-Pacific Partnership (which TPA would expedite) notes in the “Key Features” summary that the TPP is a “living agreement.” This means the TPP commission could change the agreement as they please with no input from a Congress, including the entry of foreign workers. 

4.  Currency Manipulation. What is known about the agreement thus far is that it doesn’t address currency manipulation at all, which in one of major problems in our dealings with trading partners. 

5.  Immigration Increases. The plain language of TPA provides avenues for the Administration and its trading partners to facilitate the expanded movement of foreign workers into the U.S.—including visitor visas that are used as worker visas, especially since it is a “living agreement.

TAA Fails – TPA Passes

Today, the House of Representatives considered two controversial trade related bills, Trade Adjustment Assistance (TAA) and Trade Promotion Authority (TPA), that would empower President Obama to finish massive “free trade” agreements, namely the Trans-Pacific Partnership (TPP).

The complicated vote series left the fate of the package up in the air. First came the vote for Trade Adjustment Assistance (TAA). This ineffective and wasteful government program supposedly helps workers who lose their jobs due to foreign trade; in reality, it’s a bribe to garner Democrat support for trade.

Most Democrats voted against TAA in an effort to kill the whole trade package, and most Republicans opposed TAA as useless government spending. That left 86 Republicans who voted yes, either in support of more government spending or out of total commitment to moving President Obama’s top current legislative priority, TPA.

The TAA vote failed, but the House moved onto the second part of the package, Trade Promotion Authority (TPA). TPA empowers President Obama to make his trade deals with foreign countries and takes away Congress’s ability to amend any agreement. Only 54 Republicans voted NO. Please call and thank them for their brave vote:

Although the failure of TAA today delays the process, Speaker Boehner has the power to bring TAA back to the floor next week. The outcome of that vote will determine the fate of this trade package.

“Sessions Denounces Senate Dems for Colluding with WH to Implement Exec Amnesty Post-Election

WASHINGTON—U.S. Senator Jeff Sessions (R-AL), a senior member of the Senate Judiciary Committee and Ranking Member of the Senate Budget Committee, issued the following statement today after a Politico report about Senate Democrats’ continued support for the President’s planned executive amnesty, modified only by their desire to alter the timing until after the election:

“A development today reported by Politico ought to send shudders down the spine of those who care about our representative system of government. In an article entitled ‘More Senate Democrats urge Obama to delay immigration order,’ we learn that Senate Democrats—instead of opposing the President’s executive amnesty—urge him to issue it afterthey face voters in November. As one office relayed to Politico: ‘Obama should use his executive authority to make fixes to the immigration system, but after the November elections.’

The only thing that is more shocking than Senate Democrats’ support for the President’s planned executive amnesty is the cravenness of asking him to proceed beginning the day after the midterms. Once again, powerful politicians are colluding with powerful interest groups to deny you, the American citizen, the protection of your laws and your voice in government. They don’t care what you want, or what you think—they scorn and mock our good and decent citizens for wishing their laws to be enforced.

Never in recent memory has the divide between the everyday citizen and the political elite been as wide as it is now.

Just today, the President reiterated his commitment to implement an executive amnesty that would include work authorization for millions of people who entered illegally or illegally overstayed a visa—allowing them to compete for any job in America. His planned action would also reportedly include a massive boost to the already-huge supply of low-wage labor brought into the U.S. for large corporations.

The immigration debate comes down to several central questions:

  • Does our country have the right to control its borders and decide who comes to live and work here?
  • Do citizens have the right to expect and demand that the laws passed by their elected representatives be enforced?
  • Should American workers get priority for jobs and wages?

Any Senator who believes the answers to these questions are ‘yes’ must support the House-passed bill to block the President’s planned executive amnesty—and demand Leader Reid call it up for a vote. Not one Senate Democrat has done so.

A sovereign nation establishes rules about who can enter, work, and live within its borders. In every imaginable way, the President has worked to dismantle these rules—on the border, in our courts, through our visa system, through our asylum system, through our exit-entry system. And with this planned executive action, the President proposes to scrub away what remains of these rules. And Senate Democrats will have been partners in its commission.”

Patent legislation pending in the U.S. Senate Judiciary Committee can hit close to home.  I am aware of a father with young children who is under treatment for a very rare form of cancer. He is on a drug that retards growth of his tumors.  It was only FDA approved two years ago.  Once that drug’s effectiveness stops, what is next?  Where is the cure?  Cancer research must continue unabated. Legislation that harms the ability of companies to profit from their products inhibits their ability to invest in further research that can lead to more successful treatment.  In this and countless cases, the issue is saved lives!
If Congress weakens Constitutionally-based patent protections, then harm will come not just to research and development in the health care industry but also in manufacturing and technology industries which are prominent in Alabama.  Small businesses, the engine of Alabama’s economy, will no longer have protections that enable their very existence. …
