Over the past year, positive changes at the Alabama Public Library Service (APLS) and local library boards have helped remove sexually obscene material from minors in public libraries. In 2024, the APLS Board passed a new policy defining obscenity and limiting state funding for non-compliant libraries.
However, a separate issue now arises regarding gender ideology and transgender-related materials in public libraries, such as the book Parts and Hearts. APLS and most local libraries receive LSTA grants (federal funds) and must comply with President Trump’s Executive Orders (EOs) or risk losing this funding.
✅ President Trump’s Executive Orders require that federal funds cannot be used to promote gender ideology(see Section 3G). Agencies receiving federal funding must ensure grant funds do not support this agenda.
✅ Alabama Act #2025-3, signed into law this month, states: “There are only two sexes, and every individual is either male or female. The term ‘sex’ is objective and fixed.”
Upon review of public library collections:
📚 Birmingham Public Libraries (Jefferson County) contain 864 books on transgenderism.
📚 Baldwin County Libraries contain 114 books on transgenderism.
It is likely that many libraries across Alabama are non-compliant with these laws and EOs.

🔹 Bring examples of books in your local libraries that conflict with Trump’s Executive Order or Alabama’s new law defining male and female as fixed.
🔹 Discuss these concerns before the Alabama Legislature finalizes the ETF budget, which includes APLS funding.
🔹 Ensure our libraries reflect current Alabama law and federal funding requirements.
