BILL DESCRIPTION: This bill would permit a physician, a physician assistant, or a certified registered nurse practitioner to give a pharmacist a standing order to dispense Ivermectin to individuals without an individual prescription. The standing order would contain a protocol providing the pharmacist with guidelines for providing Ivermectin to individuals who request it.
BILL STATUS: House Health Committee held a public hearing on this bill. Eagle Forum testified in favor. No vote was taken.

HB13 Rep. Yarbrough
BILL DESCRIPTION (in a nutshell): This bill would provide that state and local law enforcement agencies may enter into memoranda of understanding and agreements with the United States Department of Justice, the Department of Homeland Security, and any other federal agency for the purpose of enforcing federal immigration and customs laws and the detention, removal, and investigation of illegal aliens and the immigration status of any individual in this state.
BILL STATUS: Bill passed out of House Judiciary and is headed to the House floor.
OUR POSITION: We support this bill.
HB72 Rep. Sellers
BILL DESCRIPTION: Current law already makes it illegal to smoke tobacco in a car with a child and prohibits marijuana use altogether. This bill adds a specific penalty for smoking marijuana in a vehicle when a child is present—whether the car is moving or parked and whether the windows are open or closed. A violation would be a Class A misdemeanor, and the court would require the offender to complete an in-person education course created by the Alabama Department of Public Health on the dangers of drug and marijuana use around children.

HB214 Rep. Lomax
BILL DESCRIPTION: This bill would prohibit foreign nationals from contributing to campaigns, ballot measures, political parties, or political action committees and prohibit political parties, political action committees, principal campaign committees, and others from soliciting campaign contributions from foreign nationals.
BILL STATUS: Bill passed out of House Ethics and Campaign Finance Committee
OUR POSITION: We support this bill.
HB183 Rep. DuBose
BILL DESCRIPTION: This bill would allow home school students to participate in career and technical education programs at public schools, except that full-time, stand-alone career and technical education schools may choose whether to opt in to home school student participation.
BILL STATUS: Passed out House Education Policy and is headed to the House Floor.
OUR POSITION: We support this bill.
HB105 Rep. Gidley
BILL DESCRIPTION (in a nutshell): This bill makes it a crime to use electronic communication to knowingly or intentionally try to persuade, groom, or coerce a child (or someone believed to be a child) who is at least three years younger to engage in a sex offense or genital mutilation.
BILL STATUS: The bill passed the Full house and is headed to the Senate

SB26 Sen. Elliott
BILL DESCRIPTION: This bill would provide that library board members serve at the pleasure of their respective appointing authority, and by two-thirds vote may be removed by their respective appointing authority.
BILL STATUS: Bill passed out of Senate County and Municipal Government and is headed to the Senate floor.

HB41-Rep Simpson – Passed full House and is headed to the Senate. Bill increases penalties for sexual crimes against minors. (Details in Week 1.)
HB71-Rep. Ross – Passed full House and is headed to the Senate. Bill creates age-appropriate screen-time guidelines for child-care facilities, prekindergarten, and kindergarten. (Details in Week 2.)
HB161-Rep. Sells – Passed out of Senate Children and Youth Health Committee and is headed to the Senate floor. Eagle Forum testified in favor during the public hearing. (Details in Week 1.)
In week 2, we raised strong concerns and sent out an action alert about SB71 / HB162 the “Sound Science” bill because protecting Alabama families, drinking water, and public health is important to Eagle Forum of Alabama.
Those concerns are real, and they deserve to be taken seriously.
However, as we have continued to review this legislation more closely, we believe it’s important to present a balanced analysis to help you understand why many conservatives, including those within agriculture industries, and lawmakers with whom we are generally in agreement, see this bill differently.
