Tuesday afternoon, the House and Senate Gambling Conference Committee issued their report containing two revised gambling bills, HB151 a constitutional amendment, and HB152, the enabling legislation. The House passed these bills. Then late Tuesday night, the Senate voted on the first bill, and it failed by one vote to meet the required 2/3 majority for a proposed Constitutional Amendment. But it a strange turn of events, the Senate decided to “carry over” the bill with the possibility of bringing it back up again. It’s very strange that a vote on concurrence failed and then the bill was “carried over”. We have been searching but have yet to find the written Senate rule that was used to allow this to procedural move. This move will give more time for gambling proponents to try to turn one or more of those “no” votes to “yes” votes then they will bring back another vote for concurrence on the conference report and it could pass
